Actually, fascism is an authoritarian political ideology that considers the individual subordinate to the interests of the state, party or society as a whole. Fascists seek to forge a type of national unity, usually based on (but not limited to) ethnic, cultural, racial, religious attributes.

I think it would be difficult to argue that Roosevelt was a fascist, since under his leadership, the U.S. had a large part in defeating the fascist governments of Germany and Italy.
Had you said, "European socialism," you might have had a point.
